The question: How would the money be divided?
The measure splits the transferred revenue 47.5% to GOCO, 47.5% to the wildfire and water fund, and 2.5% to each of two smaller funds.
47.5% would go to Great Outdoors Colorado (GOCO), 47.5% to the wildfire prevention and water fund, 2.5% to outdoor equity, and 2.5% to outdoor recreation economic development. These are shares of the revenue transferred under the measure, not shares of all state tax revenue.

The four shares total 100%. The Blue Book combines the two smaller shares into a 5% group in its chart; the filed text separates them into two 2.5% allocations. The outdoor economic development program sits within the Office of Economic Development and International Trade.
What to keep in mind
Fixed percentages are not fixed annual dollar amounts. The transferred total is calculated under the measure and can be adjusted, including to preserve the specified household tax credits. The first-year $10 million prescribed-fire transfer comes from inside the 47.5% wildfire and water share.
