The question: Does it require logging or guarantee money for home hardening?

The measure funds named forest, wildfire, and water programs; it sets no logging quota and no reserved home-hardening share.

The filed measure directs money to named forest, wildfire, and water funds. It does not specify a logging quota or a reserved home-hardening share. The state forester and the Department of Natural Resources director decide how to divide their allocations between the named funds.

How to read this

The forest-service half goes to the Forest Restoration and Wildfire Risk Mitigation Grant Program cash fund and the Healthy Forests and Vibrant Communities fund. The natural-resources half goes to the Wildfire Mitigation Capacity Development fund and the Colorado Water Conservation Board Construction Fund for the purposes identified in the measure. The first-year rules use the same fund pairs after the one-time prescribed-fire claims transfer. These are decisions about amounts allocated to funds, not a list of approved projects.

What to keep in mind

The measure alone does not establish the full project eligibility rules or a particular mix of treatments. Those require the existing program rules and actual project decisions. This record does not justify promising that no trees will be cut, that every dollar will fund logging, or that a particular home-hardening project will receive money. Whether a treatment is effective is a separate question from where the statute sends revenue.
