The question: What is GOCO, and does it already have funding?

GOCO is already funded by the lottery; the measure would add a dedicated share of this revenue without replacing it.

Great Outdoors Colorado (GOCO) funds parks, trails, wildlife, and conservation projects. It already receives lottery funding. Proposition 137 would add a dedicated 47.5% share of the transferred sporting-goods revenue, estimated at up to $83.1 million in 2027–28.

How to read this

GOCO was established in the state constitution. This proposal is a separate statutory change adding revenue to that existing program. The proposed text says the new fund money must supplement, rather than replace, existing funding for the named funds.

What to keep in mind

An existing organization’s constitutional status does not make Proposition 137 a constitutional amendment. The lottery figure is the Blue Book’s background estimate, not a promised future amount. Dedicated money does not establish that a particular local grant will be awarded.
